WHAT: Limited Submission Proposal for the National Institutes of Health

            (NIH) Global Network for Women’s and Children’s Health Research-NICHD                       

WHO:  Texas A&M University faculty.  TAES, TEES and TTI personnel may wish to submit internal proposals through their own agency. 

WHY:  Applicants may request a budget for direct costs up to $150,000 per year for Research Unit base costs for a maximum period of five years.  In addition, applicants should include a request for $414,613 in direct costs under Other Expenses to be used for common protocols. 

WHEN: Internal proposal deadline of May 29, 2007. 

HOW:  TAMU faculty should submit an internal proposal via email for review by the appropriate internal selection committee.

THE FINE PRINT:

The funding agency below has limited the number of solicitations to one per institution. If the number of faculty wishing to submit a proposal exceeds the number allowed by the agency, we will conduct an internal selection process. Below are due dates for the program, including the due date for the internal proposal for review by the internal selection committee, the date for the optional, but recommended, letter of intent and the date for announcement of the internal selection and the due date for submission to the agency.

AGENCY PROGRAM TITLE:   Global Network for Women’s and Children’s Health Research-NICHD

BRIEF PROGRAM DESCRIPTION:  The Global Network for Women’s and Children’s Health Research-NICHD Program is designed for investigators willing to participate under a cooperative agreement in an ongoing multicenter international research network to perform randomized clinical trials, using common protocols, to reduce the major risks to maternal, neonatal, infant and early childhood health in the resource-poor countries.  This solicitation is to complement the existing Global Network with the addition of Research Units from Africa and India. 

The overall goal of the Network is to expand scientific knowledge relevant to improving health outcomes for women and children in developing countries.  Other critical goals are to:  (1) develop sustainable research infrastructure and public health intervention capabilities in developing countries and (2) strengthen international collaborative research arrangements that focus on the leading causes of morbidity and mortality in pregnancy and early childhood. 

The Global Network will consist of Research Units and a Data Coordinating Center.  Studies should relate to women and young children, with an emphasis on the perinatal and neonatal periods, but up to and including three years of age.  Global Network teams should be based primarily at the institution of the senior foreign investigator.  In addition, a Research Unit application should propose one fully developed common research study to address a current critical or emerging health problem related to the needs of women and/or young children in the foreign collaborator’s country and other developing countries. 

The protocol should be appropriate for the Global Network in that it requires a multicenter design.  The application should provide a research plan that includes an evidence-based statement of the health problem (including preliminary data); research hypothesis; specific aims; proposed study population; study design, methodology and recruitment plans; data collection, analysis and reporting plans; suggested timelines and staffing plans; plans for enhancing research capacity at the foreign sites; plans for sustaining the intervention after the funding period is over; and a proposed budget for the life of the project. 

The Global Network Data Coordinating Center (DCC) has the responsibility to provide the Network’s organizational, statistical and financial support, including the funding of staff and site training, and regulatory adherence.  Also, the DCC will financially support specialty consultations, specialty services and other study needs.  The DCC will also be responsible for assisting the sites in developing and implementing common protocols, implementing quality assurance procedures, including site monitoring; developing data management systems and databases; and developing analytic capacity.

AGENCIES ELIGIBLE TO SUBMIT:  The Global Network for Women’s and Children’s Health Research-NICHD Program is open to for-profit or non-profit organizations, public or private institutions such as universities, colleges, hospitals and laboratories, domestic. 

AWARD INFORMATION:   Applicants may request a budget up to $150,000 in direct costs for Research Unit base costs for a maximum period of five years.   Applicants should also include a request for $414,613 in direct costs under Other Expenses to be used for common protocols.  Fixed budgets for protocols will be negotiated at a later date.

ELIGIBLE PROJECTS COSTS:   Indirect Costs (F&A):  Indirect costs for the foreign site of a Research Unit budget will be calculated at a rate of 8%.  

COST SHARING:  NONE.

INTERNAL SELECTION PROCEDURES AND DEADLINES

May 25, 2007:  Deadline for an email of intent, including the names of the PI and co-PIs, title of internal proposal and a 1-3 sentence description of the project.  Send email of intent.

May 29, 2007:   Deadline to obtain approval from your department head and college dean and to submit an internal proposal to the Office of Sponsored Projects.  The internal proposal should include: 

  1. An executive summary, up to three pages, based on the proposal description as outlined in the NIH Program Announcement.
  2. Project and Management Plans (including team members).
  3. Summary budget.

This completed form should be submitted via email for review by the internal selection committee.

Please read the RFP carefully for specific requirements of the program here. Selection of internal proposals will be based on National Institutes of Health guidelines. Meeting the needs of the university’s reinvestment plan will also be taken into account.

During the selection process, the internal selection committee may contact

departments and colleges for their opinions and commitments. They may also

request additional information from PI’s. 

June 8, 2007:  The Internal Selection Committee will notify PIs of the

result of the internal competition. 

June 26, 2007:  NIH Deadline for optional, but recommended, letter  

of intent. 

July 27, 2007:  NIH Deadline for full proposal.
